Try lowering the difficulty. I did it and somehow he joined the fight. ( I had the same problem too )

It’s maybe because of the difficulty? If you lower it I believe you get less stuff.
You’ve gotta wait for the prompt to use the spirit bomb, it happens at some point during the fight and unlocks your ultimate attack
