it worked thx but you have to open from talend directory not from shortcut in desktop so that it detects your changes ; i have a question how to make tos 8 work with java_home11 while you already have JAVA_home linked to jdk 8 and java_home11 linked to jdk11?

Fantastic Fix. Additionally I noticed that if current app shortcut fails to launch, one can use the exe file in the same root folder.

If you remove the vm variable including the path to Java from the desktopshortcut, the entry in the .ini works.
Go to "properties" and change the path of "bin"
