IMO it was justified back then when hip-hop started to just take over bcoz you had to be relatable. Right now it is the number one genre & culture (style,fashion,sound) in the world,. What is relatable to an audience of 26 yrs right now is not the same as a 26 yr-old audience in 2010 in terms of style, fashion and sound. It shouldn't matter what language an African raps in. If it's authentic (relatable and believable), the audience will always get on it.
