when i was a cop at HDSP, being very familiar with delta yard especially the upper yard, i'll say this i never was put on an extraction team, but if i may, you guys are brave haha OC is no joke. that stuff sucks real bad, maybe not as bad as CS.....but can't use CS in the buildings. I wasn't around back in the day but things are much different now. Steam? That is a bullshit excuse. Those prisons use quick chill food prep, that nights dinner was made the day before, fozen and then reheated the next day in electric ovens. Steam being out wouldn't affect that nights chow.
