Brownout is when power is shut off on daytime where room is semi-dark due to sunlight outside... Blackout is when power is shut off on nightime where all around you turns really black dark.

Brown out means only 1 to 5 municipality or cities and Black out means all over the province or more are Affected. kinda Tricky but better to use brown out because majority of Filipino use that word for power outage.

We have more expensive resorts in the Philippines ..If you have a friend who is a member of balesin island in polilio Quezon.It's $50,000 membership fee . The more expensive beach the more expensive food, drinks room and so on.
