      They are cult... Why did I say that? Kasi sinasabi nila na ang constitution ay parang ginagawa na nilang Biblia na perpekto at wala na dapat baguhin... Dapat baguhin ang constitution dahil nagbabago ang panahon at nagbabago ang pangangailangan Ng Tao at Hindi totoo na pro Filipino ang kasalukuyang constitution dahil Kung totoo Yan dapat Hindi intsik ang nagkucontrol Ng halos lahat Ng negosyo sa bansa.... Mga pagpapakitang Tao Lang at may pinuprotektahan Lang na interest ang mga kumukontra sa pagbabago Ng constitution...ayaw nila na mahaluhan Ng mga negosyante na mga American , European,Koreans ,and Japanese companies Kasi puro intsik ang negosyante dito.... Kasinungalingan at kahypokrituhan ang mga sinasabi na mga senador na nagsasabi na as if mga makafilipino... Gising mga kababayan, kailangan natin ang ibang bansa Hindi Lang ang mga intsik upang magkaroon Ng maayos na trabaho at magandang sahod dito mismo SA loob Ng bansa....huwag pauuto SA mga dating mga justices na nagpasa Ng batas na yan na may butas....       I'm not enlightened because if they said that the present constitution is perfect at sinasabi nila pinuprotektahan nito ang ating mga Filipino SA kamay Ng mga dayuhan at Sabi nila businesses must be controlled by Filipinos pero totoo BA yon? Hindi BA controlled by Chinese nationals ang halos lahat Ng negosyo sa ating bansa ngayon? Kung ang sagot mo ay oo...it means Hindi totoo ang kanilang sinasabi at Hindi effective ang kasalukuyang constitution...at ang katutuhanan ay parang ang labas ay ang pinuprotektahan nila ay ang mga negosyo Ng mga intsik Hindi ang mga manggagawang Filipino... Ang labas Nyan ay natatakot sila na Hindi Lang mga tsino kundi papasok ang mga laying amerikano, Europeans, Japanese and Koreans ..     Peoples Initiative- simply means it comes fr the people n not fr congressman, senators, attys, mr. Onate, atty, abad or fr speaker MR….if it s bicameral …it should b approved 1st by both senate n congress before disseminating d info…. for transparency

    What is really the priority of this Gov't Economic Charter change or resolving the ff., smuggling, high power rates, too much corruption, agricultural productivity, creating jobs in the countryside, etc.??? I dont think land ownership is a come on or priority of foreign investors. Does China allow foreigners to own land?

      China has different political system and their very own over BILLION population is a natural magnet for FDIs. China is a communist country, so even their own citizens don't own land but only given the RIGHTS to use the land. But what attracts FDIs in China are the huge billion population, stable government, "predictable laws and regulations" and of course China protects ths FDIs, allows 100% FDIs, allows 30% equity on local companies! The 30% alone is a huge profit return from the consumption of over billion population.

If you are a true Liberal Politician, you should have pushed a bill against red tape and have pushed for more powerful health reforms that will allow our Seniors and minimum wage earners to have free medicine or at least maintenance as long as they are PhilHealth Members

      Which comes first, chicken or eggs?
      You can't increase the salary of public sector workers if the government income (GDP) is limited. Paper money can't just be printed without limits as it will cause inflation!
      To increase the GDP is by creating jobs. The jobs creation is by FDIs! When jobs are created, more people will pay taxes, so THE GDP WILL INCREASE. When the GDP increases, the government will have sufficient income to increase the salary of government workers.

      Liberalizing the education sector means allowing the foreign educational institution to enter the country. Top notch universities on earth have higher degree of ranking, knowledge and expertise than local institutions. That means they will help to increase the caliber of local education which will eventually support the supply of labor seeking the high degree of knowledge, examples are in technical education.

      Yes became, but supposedly mag grow pa Sana if walang restrictions. What happened after that then? Nag expand ba sila? Infact na instead mag expand sila they retain Lang Yung first level customer support/non technical and administrative only, yung the rest they give it to India, Vietnam and other countries. coz of that restrictions. We are better than Vietnam Sana dahil magagaling mga agents natin, but companies decided not to expand, instead, yung other scope of service sa Ibang countries na.

      @@villzam Where's your proof that BPO's aren't expanding, and that cha-cha is the reason? You say so many thing with ZERO evidences. BPOs didn't move to India from Phil, but the other way around. India ised to be the largest BPO center even before Philippines even has one. I know that for a fact because I was involved in outsiurcing BPO from US to India & Australia. Philippibes picked took thus business from India because of better incentives as well as better English speakers. India still holds a lead for non-oral BPO, such as writing legal docs, etc because they have better skills

      @@leodeldominguiano2162 Many BPO are foreign owned operating under PEZA. But why do prefer BPO to be foreigners that sends their profit outside of Phil? Would it be better if owners are Filipinos so the profit stays in the Philippines?
      BTW, I'm not fully against majority foreign ownership. For me, it has to be studied carefully & objectively so that in benefits Filipinos and truly contributes to economic development, and not EXPLOITATIONN

      The reason why no investor will come in our country because it is very difficult to secure permit, license and our electricity and water is too high and not consistent at sobrang corrupt ng tao natin sa goberno.

    I hate to say these, but the problem lies not with the restrictions of any country's constitutions, such as the Philippines now questioning about but the consistencies and the dependabilities of a long lasting national policies that could persist amidst changes of succeding governments. Governments may come and go, personalities may be elected and be succeded but policies regarding international investments MUST remain as is, otherwise why invest in Philippines if in every national elections rules of investments change over night???

    I can give a concrete example regarding international investors pouring in some countries like China, Vietnam, Cambodia, or even countries which has some problems of drug mafias and narco politics like Mexico. Have you ever wonder why despite all our fears and biases against those countries still foreign investments into thier economies pouring in??? The answer is these countries have a long lasting FDI or national economic policies. Predictability is the name of the game, without it, forget changing the Philippine Constitution.

      Cambodia, China and Vietnam are all with ONE political party states, and a practicing the parliamentary system for creating laws. Hence they have stable government and 100% controlled the politics. That's not the same in case of Philippines. So for Philippines to have predictable policies should trash the bicameral system, adopt the parliamentary system, and well become a communist country too!

      @@alma09876 No need for me to elaborate my opinion , I guess we're on the same page here. The only difference is that I don't believe on changing the system as the only solution for the Philippines but just as I have said predictability and stability on policies, both internal and external is a must for an economy to flourish. Corruption exist in any kind of government all around the world, wether you have a communist system like China and North Korea or democratic form of govenment like the Philippines or South Africa as long as your economic policies are unstable no investments will come in.

    Well the so called "prosperity of Philippine economy" until 1960s was because the Americans almost controlled 100% the local economy, through the Parity Rights given to them in 1946. It will help again now if the economy is open fully to foreigners. Let the free economic activity works.

    How is ease of doing business related to the nationality requirements in our Constitution? Sicat is talking nonsense. Ease of doing business is not facilitated because officials deliberately make it difficult for investors to have business permits approved because of corruption, not because the Constitution has nationality requirements in certain industries or economic activities. We don't have to amend or revise the Constitution to make it easy to do business in the Philippines. Foreign investors will come because we have a competitive advantage in certain areas, like infrastructure, quality of labor and strong rule of law, not because we have nationality restrictions.

    Tagal ng pinaguusapan yan wala namang nangyayari. Mangangamatay na lang ang mga resource persons wala pa ring napagkasundoan hehehe. Afterall yung framers mismo ng 1987 Constitution ang nagkulang. Ang totoo, they can do it (Senators) among themselves without inviting these personalities. Pag gusto may paraan, pag ayaw maraming dahilan. Nagiipon lang sila ng dahilan para hindi matuloy ang Constitutional Change.
