The Bureau of Immigration should be held liable if indeed guo hua ping was able to leave the country! The immigration officer, even without a hold departure order, should have alerted the police. The thing is, the notary public will never admit to that... Plus, her lawyer will also deny that as having no hand in the notarization process specific to this instance... In the meantime, she could have exited using her other passport that was not issued a lookout order.
Simplify na lang kasi dapat ang process of cancellation of birth cert. Huwag na sa courts. Sa Civil Registries na lang sana. Kung nacancel yung birth cert ni Alice Guo expeditiously di na cancel na din Phil passport niya!
