I believe the way it works is Democrats who wish to be considered for the presidential run will need to be vetted and presented to the DNC before the convention mid August. It rules out getting anybody vetted in time, but then that’s the way they work as you will know. As for the $91 million, I know that an FEC filing was posted last week by the RNC because those funds we’re going to support Biden as president and Harris as VP. I don’t believe that they can transfer those funds to the new presumptive representative, but that’s why a filing was made last week…for clarity…

So, tell the Chair of the FEC to pound sand…unless it’s dirt on your opponent.
Donors should immediately write to the campaign to either authorize the transfer of their donations or to request the return of their donations. And a good law firm should start preparing a class action for those demanding a return.
If the campaign had any integrity, they would be contacting the donors themselves, but they don't, so they won't.
