I'm pretty sure it's different for every arena and stadium, it should be saying what you're allowed to bring either on your ticket or the website you purchased it on. I wasn't allowed to bring mine, but I also hid it in my cleavage hahaha so yeah ;)
If you have a seat, it will say so on your ticket, and no one else can take it. If you have standing tickets, it's first come first served. So I would recommend and come as early as possible to get first in the queue, and then run as soon as they open up for the queue to get as close to the barrier as possible.
