You need to have Helel and Satan as two of your Personas to get a new Therugy attack. Helel is a Star Arcana maxed out, so you need Mamoru to maxed out. Satan is the Judgement Arcana but I got the Arcana after I got Satan, so Satan is just something you have to level up a lot on which is 82. Helel is around 88.
@@DemonLord99204 Yep. beating the reaper the first time got me a high enough level to fuse 'em both. Then I used them to grind him for EXP here to level everyone up :D
