Just bought a BICKERTON portable today, Aug 18, 2019. New condition, minor scratches and tiny rust point at the spikes. It still has blue plastic wrap on the fenders. Made in Australia, by Talisman. Wheels are made in France. Bag also included. I am not sure if I can ride it though, being somewhat heavy, at 230 lb.
I'm 230 and ride my Bickerton with no issues except handlebars want to rotate towards me. Have been told that's the nature of the beast. Also told that should have a few drinks before riding, not so sure about that.
Before folding, remove pedal which has built-in wrench. Then . . . 1. Lower top parts of handlebars and turn handlebars inward. 2. Release lever at front of headset and turn handlebar assembly counter-clockwise (you did this correct). 3. Release lever at rear of headset and flip handlebars down (you did this correct). 4. Release main body lever and fold.
That seems a shame, but it's not surprising from what I've read. I am still really curious about them, though. I want to try one and see if I can adapt my riding style to it (ie pedal really gently so it doesn't flex too much!). I like the fact that this seems to be the originator of a kind of bike that's become quite popular.
Nice find Boots. That was an expensive folder in its time. High quality parts, most being exclusive to Bickerton. i only ever seen one over here.

No bother. It is a good little bike.
The pedal at the front has a bit that slides to lock it, so you can remove easily. It can be put in the hole in the frame tube behind the seat post.
What's it like to ride? Did you keep it or sell it?
Horrible. Too flexible. Wasn’t able to sell it so I partsed it out.
