Measure their head size maybe the best way， you only need reduce the elastic size before finish the last step.

which fabric did you use
in hairband?
Beautiful.....Where did U buy the floral fabric & was the elastic 1/2 wide?.
It called Liberty fabric , I am in England，I got it from my local shop, yes about 1/2inch
