I think most of the delays were not down to weather or the tide but more the local council and the laws around building the pier. If anyone has watched "Phoenix from the Flames" a dvd of the grand pier in Weston. The public were getting really frustrated with the local authority and government lack of action and decision making but also the laws around piers.
