That red plastic tool is a hook remover. You use it by threading the line through the slot in the end of the tool, slide the tool down the line until it is against the hook then turn it 90 degrees and push to remove the hook from the fish.
The tool doesn't really work all that well and are intended for fish that have a nasty bite or ones that don't usually take lures like catfish, if you get the chance I would recommend getting a pair of the metal jawed ones that work like pliers they are much better as you can see what you are doing and it gets a firm grip on the hook shank.
The 2 Mepps black furies you got there is not a buck tail. The red feather is a dyed chicken feather and the fur is actually a squirrel tail. Mepps makes some of the best lures in existence.

It's actually called a "hook disgorger" and it's for any fish, not just trout. TH-cam has videos on it.

yea!! We've never used one but plan on trying this one out if we ever need to remove a deep hook. Fortunately we usually use lures :)
