I don't know the rules in the US but in the UK our Head of State is the Queen and our Prime Minister (Johnson) is her servant. As I understand it, your American presidents are simultaneously Head of State AND elected official. It's all very well for Johnson to go play in a war zone, if he's shot in the head it's rather sad but our Head of State is still safe. Our Head of State hasn't been allowed in war zones since the Renaissance because if something happens to the Queen, she represents us so it happens to us.
