The interceptor car was escorting an embassy vehicle. By the make of it, I'd say it was the American embassy. That's why he just flashed the light so the embassy car wouldn't wait while he sorted the racers. Glad you enjoyed Croatia!

The black audi is police escort group for VIPs and politicians (blue and red lights), interceptor audis have only blue lights, they saw you blaring on the left lane and decided to make you slow down, so that is why they flashed their lights. It is a win win situation, you slow down and don't get a ticket for it, and they don't have to deal with you and end up writing reports. I've seen police in Slovenia do the same a couple of times with undercover skoda estates.
