So the first time you hit the police station lobby and made that save when you approached the front door nemesis banged on it causing him to move to that side of the city and put the brain suckers back in the warehouse, after you reloaded the save nemesis never hit the front door of the police station (idk why not) and he stayed in that area of the city from when you hid in the news room😔

There are at least two things that I think are better in the Resident Evil 3 remake: Carlos and the endgame, particularly the final boss. The Dead Factory is my least favorite portion of the original RE3.
