It starts at the top as any business... Levy is good at running the business making the money but he's not going to take "risks" or chances, he won't really go for it and try to be winners. He is happy the checks and cash is coming in droves and for him it's all about making sure no one messes with that cash flow. They will more than likely stay this way until someone else comes in like new owners or Levy all of a sudden changes who he inherently is, which is hard to see happening.

I think sacking Ange isn't smart but spurs fans had every right to want to throw that city game, Spurs fans were begging Ange for months to change tactics while they were losing and drawing to bottom half teams and then all of a sudden he wants to be defensive in a game that helps Arsenal take advantage.
