Even tho I have the Mythic Fennec, As Val, and M13, I can still use the base skins and top frag with it. At the end of the day its all about the skills of the player. For example if a player is bad with the Fennec then he/she is also bad with the Mythic. There’s really no pay2win since Legendary/Mythic skins doesn’t give stat boost like in PUBG, it’s purely for cosmetics.

By using mono + rtc mag + long Barrel you can do the first phase damage up to 40 meters , you should either build it like that for long range or use 60 round and all mobility for close range domination but it's not gonna beat mx9 and qq9 in close range since it's an AR i recommend you to go for long range build

The ttk of m13 is the same as lk24. The only difference is that the punishment value is only 56ms instead of lk's 70ms. This is just another lk24 with more range and bv.

Tiny bit of a faster reload, maybe add 1-3 more damage, and reduce the recoil just a tiny bit
