honestly this batman is the weakest version by far a master of martial arts can't beat a guy who wears strong gloves by dodging his attacks or with lady arkham he couldn't guard his legs or use it during the fight
Different universe. You may know penguin as a midget, but this version of Oswald is tall, handsome, and a bit of a good fighter. So understand, this version of penguin isn't just some scrub, hes actually somewhat of a force to be reckon with.
None of these villains was amazing like Riddler. Lady Arkham kills everyone because her feelings were hurt. Harvey is crazy. Penguin was good but still I like Riddler more.
