In a scenario if controller is not aware of the MAC-ID what should be the behavior ? does it do a broadcast , if yes is it VTEP ?

Yes. In a scenario if controller is not aware of the MAC-ID what should be the behavior ? does it do a broadcast , if yes is it VTEP ? If the controller is not aware of the MAC , It would send a unicast ARP to all the VTEPs which have the VNI with at least one active host. the controller will learn the MAC when the VTEP containing the destination mac replies to the ARP. this will then be sent back as a unicast to the originating VTEP requesting the ARP, the next packets would directly flows between the VTEPs and not need the controller.
