From the teaser we've gotten in the trailer, I suspect Siggy looks this way because she chose to undergo a process to look human so that humans would trust her, which would also make the "they're trying so hard to make her look cute" thing make sense. She may deliberately do all of this in an attempt to be more appealing.
Hoyo story writing for 4.0 has been amazing so far. I have confidence that they would write a good story for Sigewinne that would explain her situation. I suspect, same with others, that the reason why she look human is for her to try to fit in. Keeping in mind that Sigewinne was there when Carole sacrificed herself to stop the hatred, what if Sigewinne took a different approach. She attempted to look human in order to fit in. She is like a good monster trying to mimic human behavior and look to fit into society and make friends. I also feel because of that, she has a really screwed up mindset of humans. Mimicking human behavior without understanding why.

its weird how most gachas go safe design rutes for playable characters. but somehow ZZZ from also hoyo breaks the norm there. so we know they got people that want to break out for designs
