My opinion is to go to Australia after graduation as one can get admission in 1 year master which is affordable and manageable on the other hand it is difficult to afford 4 years of education at Australia like countries.
I am hearing lots of rumours that people have lots of visa rejection if they apply it after 12th . They said that getting visa after 12th is tougher than graduation. I don't know if it is true or not. Please if someone have any knowledge about this, reply me

While you preparing for UPSC , make sure take admission as well in any colleges so for instance UPSC didn’t work out , that college will cover the GAP for you if you plan to come Australia.
Make some fake diplomas of 1 year duration from board so that your study gap reason is authentic even when they call at board to confirm your diplomas it will not be an issue for you if you have any reach in board you can pay them to issue you diplomas which will be totally legal to use because it will have an attestation of board
