Counterintuitively, the HOYD doesn't really make much of a difference in the overall quality of youth intake. Their personality affects the personalities of the academy players, and their preferred formation affects the positions. They also have some kind of percentage chance of you bringing in a real world-class prospect, which may be based on their World Reputation, but no one seems to be sure of that--it may just be up to the RNG gods. So not having one probably hasn't affected you as much as you'd think. The biggest factors that you can control are Youth Recruitment (improves PA of recruits, and has to be updated prior to the Youth Intake preview to have an effect) and Youth Coaching/Youth Facilities (improves CA, and has to be updated prior to the actual Youth Intake).
I know there were a few videos (I can't remember who did them now) where they looked really deep into what factors change youth intakes. Unless you have major issues with facilities for example, then you will get a reasonable intake most times. I think the biggest factor is club reputation weirdly. It's why the biggest clubs always seem to get the best players.
