Also because he lost his arm because he thought he was right in killing the kage and ruling the ninja world and since he lost to naruto and basically accepted his way of doing things he doesnt take a new arm seeing his missing arm as deserving and living without it as penace. I think
When you think about it, Sasuke doesn’t really need a new arm considering how well he’s been doing without one. Plus, he could make himself a new arm using Susanoo if he wanted too. I know he could do it because he did it for one of his team ultimates with Naruto.

I got i build for range, for the first ninjutsu: majestic destroyer flame. For the second ninjutsu:infernó style flame lightning. And for weapon: shisuis katana. And for ninja tool: raging god Medicine basically boost up your attacks. And for sub: Swift step. So first you gotta use raging god medicine then ínferno and then use majestic destroyer flame and then spam with the shisui katana hope you like this build.
Suggestion :what if sasuke got all of hagoromos power so he basically gets the rinnegan and six paths sage mode the moveset would be almighty push and kurama twin impact to send them flying and you could do cool combos with it and kcm for the ult for a weapon use the yellow chakra claws for the ninja tool use something that stuns(please make the character sasuke and not your cac)
Sasuke didn't get Hashirama cells so of he ever turned evil again he won't win because he knew he would get a boost in power so he didn't get it because it's his penance
