From what I heard on the live stream they are planning to just make kizunas and/or skins. For playable characters there is no information regarding this. Unless they change their decision in the future

Remembering that the CN server has just been updated to version 11.0. Should still wait a few months to get to the same version. Even so, after jumping to version 10.5 on the JP server, not all of the main story has been discussed up to version 10.5. So they really have to catch up on the main story first to be able to jump to the next version for the JP server. :)
