You will need to create a facebook page and setup an ad account first. I'm not 100% sure if Meta will allow you to contact them straight away or if you will need to run an ad first before they will provide contact support. In your situation I would just sign up for verification for 1 month, get the issue sorted and then cancel the subscription.
Meta doesn’t provide an exact amount. If the button is not showing then you’re probably better off paying to be verified for a month, fix your issue and then cancel the verification.

It's really annoying and hard when you ask a support team for help with something, and they can't or won't help you.
I did everything I could to fix it and reached out to the support team for help. But, they didn't do anything to solve it, which really frustrates me.
