Not even tried CWDT before, but this league's -CDR Tattoo and Flask duration just good, that even not a scion or pathfinder could try it with lower investment. I need to try this to avoid that tattoo in next league just gone forever.
Something important:
Pious Path is changed to Augury of Penitence.
8% CDR tattoo +Belt 12% +boots eater implicit 7%= 27%CDR(0.198s trigger line)
Even though with 99% reduced Skeleton duration, 10% less skill effect duration on mastery is sill needed. Or else your skeletons would be alive for 0. 231s instead of 0.198s. (lesser skills trigger rate, use pob's ''Calcs'' to see if the skeleton duration is 0.198s)
I don't have great gear (and rare Jewel) to let me have enough resist so I used Purity of Element, but my Jewel and Boot Exarch implicit + Stormshroud can just solve the elemental ailment problem, so using Zealotry or Hatred is doable.
Maybe could have used Dying Sun when using more Herbalist tattoo...?

我這套的骷髏自然死亡時間是0.198秒 你可以點3%品質 他召出來就會有0.3秒不會受傷

I made this with 28D, but if you craft the ward helmet, gloves, boots yourself. It can be under 20 or 15d. Because the skin of lords here has 3r2g1b instead of 2r2g2b, so it's cheaper but not that good.
I would recommend 30D+ to build CWDT though, and now my character can use Dying sun as well (more tattoos). So dps is way better than this, that build set should be in next video.
