There's no requirement to use it, all you have to do is enable it in the options. And it's based off of all stats. (Aka combat power) Meaning if you have 1M on all of your stats, your combat power will be 1M. But, if you have 1M on all of your stats except only one, and that one has maybe 800K, then your combat power will be 800K.
The only way to currently get tokens is by either buying them through the 'Special' tab in the Menu, gaining them every minute based on how much Tokens per Minute you have, or completing quests from the NPC at spawn named "Sath"
