Wouldn't bat an eye if someone told me Haydn wrote this, but this is rather atypically on the unmelodic side for Mozart (in my opinion as an amateur).

To give an answer, this was written before any of the numbered no 1-41 and is chronologically before them, hence the earlier KV number, but wasn't known until after no 1-41, so given a later symphony number.
It seems thin, like a rough draft.
