My 1989 IROC X CONVERTIBLE needs new paint and a new top. Which should I do first? based on avoiding damage to the new top and new paint.

Good question. Body the. Top. I would be concerned with masking it off and getting paint on the top.

Ever had an issue with a pontiac firebird top that won't go down into the compartment all the way?

I understand if the top shrinks a bit it won’t fold properly. Make sure your not dealing with a mechanical problem first like loose hardware
