His lower third isn’t narrow. It’s just that his high gonial angle and consequently shorter Ramus take away volume of his jaw body as well as effecting his gonial setness.
So obviously taking the jaw width at the mouthline will create a lower measurement.

All those things you described is what made his jaw angle narrow. It’s literally the opposite of Henry Cavill.
