He isn't the oldest but considering he brought goku and vegeta up to a level where universe 11 was in trouble except for jiren and top , he must be hiding something
Not really… Whis only demonstrated his Ultra Instinct to Vegeta and Goku so they’d have an idea that it’s possible. It was ultimately down to Goku to achieve the form.

I think all the angels ASSIGNED TO GODS OF DESTRUCTION are ranked near the same when it comes to battle power. They’ve all mastered Ultra Instinct to the limits.
You can say Whis has the best personality, but not battle power. It doesn’t make sense for such an odd angel to be the strongest.

@@504gucci4 I believe Whis is out of the running due to Vados' comment on being slightly stronger than him. Angels don't appear to need to lie about such things, so, I think it's safe to say he's in a middle ground in the order, somewhere between strongest and weakest. Vados probably would have just said if he were the weakest angel when explaining, if he was. At least based on her openness about it all, I think that's the only bit of evidence we get in this list after 4th place.
Now with Future Zeno, we know the top 5, but none are the Grand Priest's kids now.

@@Kayem237 Broly still took alot of punishment from Gogeta, and even then, its reasonable to estimate that Whis is way above broly, who matches up to powerhouses like jiren (even though he would likely lose because jiren has more control over his powers and has better technique)

Without a doubt he's definitely the strongest. The words " even I cannot defeat the grand priest" says alot about how powerful Whiz is. If he knew someone more powerful than himself then he would have used that person to contrast the grand priest's power...Also the way he analyzed how Goku transitioned from UI defense to offense everyone was listening to him as if he's the only one who understood what Goku was going through.

Whis states in Super that another God of Destruction are stronger than Beerus. Beerus tells Whis that he is giving away too much information. He was defeated in an arm wrestling competition. Even though it was only arm wrestling I am sure that puts him as a lesser to this other GoD.

In the manga whis and vados stated the rough power hierarchy of the angels and the strongest was the eldest sister cylla or whatever and 2 was Awamo and that they themselves were in the middlevsay 4-5 or 5-6 Whis himself stated that Vados is stronger then him he didn't say it in a way that made it seem vados wipes the floor with him but in a way that said vados would still win a battle between them if it came down to it. So it's safe to say whis and vados are top 5 or right outside the top 5 strongest angels.

I honestly always found Whis interesting but it never does state if Whis is the strongest angel. Honestly I don't think Beerus' agile abilities makes him the strongest, because remember back from the fight between Krillin and a frieza soldier; Krillin dodges a punch not because he was stronger but because he had enough experience underneath his belt to see that the attack was taking longer then he had thought.
Beerus, knowing how long he has been alive, could have done the same thing in that manga fight.
Whis literally says Beerus is using imperfect UI. Roshi is reading Jirens body movement and reacting, Beerus wasn't. When Beerus saw Roshi, he thought he was using UI but after a literal moments inspection decided against it, because he knew what UI looked and felt like.

I personally think that first four of five strongest warriors in all universes which Whis mentions are...
1 Grand Priest
2 Kusu (the oldest among angels, angel of 10th universe)
3 Vados (Whis calls her older sister and seems to have quite respect for her, personally i think Vados is stronger or they are equal in power as they are angels of twin universes)
4 Whis
If my theory about equality of power between angels of twin universes is right... then Whis would be 5th strongest and on the spot between Kusu and Vados we could set Camparri the angel of 3th universe which is twin universe of 10th universe. But i think in this case we should not consider Zeno as one of the strongest warriors... And here's why i think so. Whis said that Grand Priest have one of the five highest BATTLE POWERS in all universes. It's important... because we don't know how big is Zeno's battle power. He does have ability to erase anything in all universes or even whole universes at once... but his battle power? Might be very low. As during ToP and even fight between gods of destruction which was in manga but not in anime. Zeno had quiet a trouble to observe those fights... in anime (not sure if in manga too) Grand Priest had to give each Zeno a GodPad (some sort of IPad of DB universe) so they could replay the fight scenes in slowed motion.

@@shukes4645 It's just an idea... but I also never said it works the same for all inhabitants of twin universes. I thought this might work for angels, because I assumed that an angel must have a certain level of power to take care of a certain universe. Twin universes are quite similar. In my thought process, I assumed that both universes were the same at the very beginning and just evolved differently, which caused all these differences, but if they were the same at the beginning then the angels assigned to them must also be the same or at least very similar in terms of power level. I also think that Champa and Beerus have a similar potential when it comes to power levels, and difference is due to lack of training by Champa's side, his chubby appearance shows it quite well that he avoids his trainings. Beerus is quite lazy too as he loves to sleep but he keeps fit, if Champa put as much effort into his workouts as Beerus they would be equal in terms of power.

It was stated Belmond only beat beerus in an arm wrestling match, and whis only said this to antagonize beerus and pull his leg. Beerus sparred with all of the destroyers and was practically untouched by all the other universes destroyers.

In which Beerus was bested at least once, also reiterating the fact that their are a “few” destroyers that can’t match their mortals strength let alone the universes that didn’t participate. There’s too many unknowns. And yes, Including the full potential of Beerus himself.
But to touch on the beerus against all fight, he’s a student of Ultra instinct, we should expect nothing less. But that is only a technique not a measure of full scale strength.
In which goku has shown time and time again that you can beat those stronger than you so long as your the more seasoned and determined fighter.

You guys always forgot the 2 guards next to Zeno, the dudes can instant teleport (as we've seen when goku came too close to zeno) and seems op enough to instant wipe out goku from existence without any effort. They did act like he was nothing, then Zeno was mad at them and allowed goku to come closer.

I don't think Whis is the strongest. In fact the way he and Vados talked at one point its implied she was stronger. I can't remember the exact episode but Vados was talking like she was stronger and Whis replied That was 1000 years ago sister. Now maybe Whis got stronger or it was just him trying to sound cool in front of his sister but it does prove that Vados at least at some point was stronger then Whis. Just because Beerus is the strongest God of Destruction doesn't mean Whis is the strongest angel. The other gods might just be weaker then their angels, far more then Beerus is to Whis
He saw the potential in them more goku cause he knew he had a better chance of reaching ultra instinct. Also knew that if they worked together they could be unstoppable wich was fusing into Gogeta. Hes proud in the broly movie

No, vados said she’s a little stronger, but we still don’t truly know who’s stronger. And I’m not sure we ever will, since just two God’s of Destruction fighting could cause absolute destruction across about two universes. Now two angles fighting could probably break reality itself. Now the grand priest just by powering up could probably destroy half and or 3/4’s of an entire universe. So him fighting could break everything across reality beyond the multiverse.

I've always assumed whis would be the strongest angel minus grand priest because beerus is the strongest destroyer minus Zeno. Strong with strong kinda deal
I doubt it. If Toppo takes over from Belmoth, the God of Destruction ranking must be shuffled in some way, does this mean the Angles get re-asigned?
Also, maybe Beerus isn't the strongest by default, maybe Champa could best him if he wasn't so fat.

And the fact that he knows more about Universe 6 compared to Vados is something that should be taken notes of.
Whis is not one of those five and zeno is not one of them either. Whis specifically said "battle power". Zeno has the highest power we've seen so far in dragon ball, but he isn't a fighter so he doesn't have a battle power. The only thing he can do in a fight is just erase his opponent. So if his opponent has a way to counter his erasure then zeno would be completely screwed. We dont know enough about the angels to know even if they vary in their power or not. For all we know they were made with the exact same level of power and abilities. Although, i suspect this isn't the case. But one thing is for certain, whis is no where near being one of the five strongest battle powers in the multiverse. If he was then he'd be infinitely stronger than all the other angels and he wouldn't have said he couldn't hold a candle to the grand priest.
