I’ve seen them give worse. She was the last defender in the box, as the player kicked the ball towards the goal. Arm stretched out preventing the ball from going on goal. It was a clear penalty. Italy has improved a lot.
the referee mentions that the ball was touched first with the foot then with the arm, which makes the involuntary intervention not punishable. Actually on replay you can see that this was not the case

Infatti il tocco c'era stato e come, ma come al solito ogni scusa è buona, dato che non c'era il var. Però sinceramente qui era palese, si vedeva ad occhio nudo e l'arbitro era in visuale, impossibile che non lo ha visto. Poi l'espulsione veramente assurda.

This match was scandalous, it was clearly penalty for italy, since Netherlands player touched the ball, also, the other player didnt deserve to get a card, she did nothing, she was aiming at the ball. Horrendous referee here.
