Great question! I guess you'd have to use your own judgement on that. It's not crazy uncommon to find a library not included in the Arduino library manager, however, Arduino has made the process so easy to submit them, that it is becoming less common.

There should be a manual way to install devices (boards), too, not just libraries. Not every computer is on-line.
