Did you try havin a teammate give Cassio the boots, I think you cant give enemy cassio tier 3s because she didnt complete the quest, but if a teammate gives her, both had completed the quest
Never liked how for some champion can make the game work acording to how they looks or lore but on others they don't give a f about them. Hecarim gets outruned by almost every champion in the game , why a dude who drinks sewage water can run faster than the damn horse with 4 legs?!! I still think is bs that Cassio can build 6 items and still be faster than most champions. Every time Cassio hits you with Q its like she's using master Yi ult for like 3 sec, whats the point of master Yi ult then??! And let's not forget Quinn , that champion movement speed is disgusting for how much utility has on her abilities and now much dmg she can output.
I also tried giving Runaan's to melee champions. It worked but it did not give them the extra bolts like it used to for a short time on PBE.
