as you burn off the flux/acid it takes more heat to re melt the solder... Solder likes to follow after the heat.. Heat up what you want to solder once it is heated keep the heat on the far side of what you want soldered as the solder melts it will run towards the heat source.. remember the amount of solder you need is based on the diameter of the pipe.. ex: half inch pipe you should only need about 1/2" of solder... 3/4"--- 3/4" etc. hopefully this helps

How are u not melting what u already have soldered?

The water is constantly flowing in the outer jacket to remove the heat and allow the vapor to condense
