If Steve had more voice lines in 4 it probably would make him more annoying but i think in 4 he felt the best cause he was pretty quiet but when he was talking he was also moving. Something about Steve talking and shadow boxing on the rooftop stage is so iconic
Tekken 7’s VA is the same Voice Actor in Tekken 8. The difference is in the voice direction. They made the actor sound more higher pitched for some reason

Almost everyone in tekken 8 when saying their line has this mundane pacing to it. This was the same problem with mortal kombat 11 and 1, no one's speech pattern was slower or faster than anyone to distinguish.
