The Stormwater Management and Road Tunnel (SMART Tunnel)

How do we make cities smarter? During Monsoon season in Kuala Lumpur they suffer from heavy flooding and they also have to deal with heavy congestion on one of the one of the main roads on a daily basis. To combat this they built a dual purpose tunnel.

My only wish is the underground subway being constructed now here in Metro Manila would be like that tunnel.

I think this is more suited for a road tunnel, since it is easier to clean a road than a railway track, not to mention the water will corrode the tracks.
