- West St. Paul, just south of Downtown St. Paul, was always an area that reflected the most recent immigrants to Minnesota and the Twin Cities. Eventually, the area became a neighborhood for Mexican immigrants who were recruited to work in the sugar beet and railroad industries. West St. Paul soon became the largest Mexican community in the state, making it easier for other Spanish-speaking immigrants to find a familiar space in Minnesota.
