Hi Stefon, I can't speak for private sector tenders, but Contracts Finder is probably your best bet as it captures the majority of public sector tender opportunities. Very low value tenders don't actually have to be publicly advertised and can be competed for through a request for quote (RFQ) process, usually by invitation only. If I were you I'd register on your local council's procurement portal and keep an eye out for new tenders. Most will be published on Contracts Finder though.
Occasionally you'll find subcontracting opportunities on these portals, but not very often. Generally, you'll be bidding as the main contractor/supplier. If you want to be a subcontractor, you can find the list of contractors on your local council's published contracts register...and contact them directly
