He gave his everything to Sebastian and doesn’t try to weasel out of it, he’s the only one who knows Ciel to his core, they are connected. Of course he loves Sebastian the most, how could he not? He even took a form that resembles his father, in Ciels eyes he’s all he has left and he’s willing to go to hell for it. Elizabeth deserves someone who will be honest to her and stay with her in life till the end since Ciel may not even live that long till he gets his revenge.
