Anything is possible in fiction, but I'd assume there won't be much of future Gibbs other than the narration and a quick cameo here or there, so there would be no reason for a future Franks.
So 1991-1996 is when Gibbs is under Franks. Or Gibbs is independent before then. 2001 is when he meets Dinozzo. 1999 is when he first meets Jenny then bangs her on the mission. 1991-1996 - apparently both the other 2 agents disappear and Fed 5 come into play at some point 1996-2001 - Gibbs is with Jenny long enough that she "learned most of what she knows", that agent afloat is with Gibbs for at least 4 years too, and the future FBI agent who was killed also spent time with him. Just how? Anyway. Should see Daniel Boone soon. Hopefully we get one season for each year, from 1991-2001.
Kyle Schmid as Franks is a fantastic choice. I didn't recognize him first but he was Henry in Blood Ties. He looks & sounds completely different, not even a HINT of his younger self.
