Here's what I think is going on: Pepperman: He doesn't think Peppino is strong enough to damage the big painting. Vigilante: He doesn't pick sides; he's just in it for money. Now, he thinks Pizzahead is worth more than Peppino. The Noise: He's Peppino's close friend, which explains why you can play as him later. Fake Peppino: He accidentally walked into a place he shouldn't have walked into. What he saw scarred him for life.
