I only made that comment because I have seen another video of the Sarum Rite where only the celebrant kisses the altar. But I have seen that in the Lyon Rite, the deacon kisses the altar as well, so you could possibly be correct. I will take a look at the link if I have time.

As of late Peter’s Pence has practically run dry, the Pope no longer holds possession of the Papal States, and the Pope no longer has a coronation or wears the triple crown tiara. And it seems that it’s the clerics of the Roman Curia and other hired clerics not the pope that are using Vatican State money for their own ungodly and blasphemous actions.
