Mine seemed either glued at the line around the middle! I wasn't sure if it opened there or might break with force, at least I know it's SUPPOSED to open.
In my opinion it is quiet but it does make a small noise like a small fan. Quiet is very subjective but everything else in the house creates more noise than this diffuser does.
