This is because they have a license for that place specifically. However, when shoe shiners work with a shoe shine box, they can move around the city and work anywhere. 2. The fire is usually used when the leather is damaged and discolored. So the fire helps the shoe tint to be absorbed better on the leather. Also, it helps to dry faster, but it's not recommended to use it so often and only on black leather shoes. I hope I explained myself correctly.
