I've found that the best way to avoid this, is to fill the bottle with beads and glitter until it is nearly full and only add a small amount of glue to get the liquid effect. Using resin is best to get the glitter to suspend but it can be expensive and hard to use. I hope this helps :) xx
You can also use baby oil that will allow the glitter and beads to move around when the bottle is shaken just don't fill it up to the top with the oil and make sure to glaze the cork so that the oil doesn't evaporate :)

Baby oil works the best! Make sure to seal the cork on the bottom so the oil doesn't evaporate through the cork
