I'm not fooled by the big yellow numbers, and numerous red bleed debuffs for low amounts. Simply compare the effort and time it takes to take down winter soldier in ROL, with some of your other popular champs on your roster of equal rank. And then you can say that he is still subpar

Use all ability. Heavy to refresh debuff timer. Sp2 to add more debuffs I think it stacks to 3. Then just use sp3 lol. And keep using the heavy so u don't lose the debuffs
i would think it's better to keep activating Panther's might with an sp3 all the time too keep the bleed going from your basic hits. Sure you deal more damage with sp2, but in a far lenght you deal more with basic hits because of the bleed DoT just keep melting the opponent. so the ideal way should be to activate Panther's might and then just do sp3 to keep refreshing it in case a player fail to intercept or whatever the reason may be that AI won't be cooperate at all. good luck!
