(@3:40 just saying) For practical purposes you should overlap only at compression zone.(so that you can just provide minimum development length based on the code 50dia.) the TRUTH is you can put overlap anywhere you like if you could safely calculate/predict the bond strength at rebar-concrete interface and provide adequate anchorage length.

I take L/4 b/c for the most case the moment will be zero at that place but when u design you got to see the exact length of the negative moment to where it comes zero on the software that you do the design but the values will be different at each place so for practice purpose we just have to take the max distance which is for the most case L/4 but to be more accurate see the moment diagram on the software and be the judge.

It depends upon the -ve moment that was shown on a design software you may use l/3 or you may use l/4.
